e-TOLL

e-TOLL is Poland’s electronic toll collection system for paid road and motorway sections, based on satellite positioning. It replaced viaTOLL, which was switched off on 30 September 2021, and charges tolls from the vehicle’s actual GPS position reported in real time.

How does e-TOLL work?

A GPS device in the vehicle transmits its position in real time. The system matches that position against the toll rates for the road sections driven and calculates the charge from the actual route, with no roadside stop involved. The official information service for the system is etoll.gov.pl.

Which vehicles must use e-TOLL?

e-TOLL is mandatory for all motor vehicles and vehicle combinations with a gross vehicle weight above 3.5 tonnes, and for buses regardless of their gross vehicle weight. Every vehicle in scope must carry a device that reports its position to the system.

Which devices report to e-TOLL?

Two device classes are accepted, both requiring Ministry of Finance approval:

  • OBU (On Board Unit): a simple unit that needs no traditional installation; it is powered by connecting two wires directly to the vehicle battery terminals.
  • ZSL (external localisation system): a unit permanently installed in the vehicle and wired into its electrical system, typically fitted by a professional installer.

Devices are distributed and serviced by operators certified by Poland’s National Revenue Administration (KAS).

Frequently asked questions

Did e-TOLL replace viaTOLL?

Yes. viaTOLL was wound down on 30 September 2021 and e-TOLL took over as Poland’s toll collection system. The successor system uses satellite positioning: the toll is calculated from the GPS position captured by a device in the vehicle.

What is the difference between an OBU and a ZSL device?

An OBU connects with two wires to the battery terminals and needs no workshop visit, which makes it quick to deploy across a fleet. A ZSL unit is permanently installed and connected to the vehicle’s wiring, so it stays with the vehicle as a fixed fitting.

Do e-TOLL devices require a fleet telematics system?

No. OBU and ZSL units work independently of telematics hardware, so a fleet does not need a platform such as frameLOGIC to meet the e-TOLL obligation. Operators that already run telematics simply add the approved toll device alongside it.
